The Community Development Block Grant (CDGB) Program provides grants on a formula basis to develop viable urban communities by expanding economic opportunities, principally for low-and moderate-income persons. The program was designed to reinforce several important values and principles of community development:

CDBG's flexibility empowers communities to design and implement strategies tailored to their own needs and priorities.

CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development.

CDBG's technical assistance activities and set-aside for grantees builds the capacity of these partners.


The Neighborhood Preservation Program (NPP) is designed to build a stronger, more equitable New Jersey. NPP targets neighborhoods that are threatened but viable and provide designated neighborhoods with technical assistance, proven strategies, and grants.​

Core NPP strategies are to create sustainable partnerships; build on neighborhood assets and maximize impact by providing grant funding to assist in the revitalization of areas in decline.

This program is an area-specific program in partnership with the Hollywood Area that encompasses the businesses located between South Grove to Steuben Streets. An overall comprehensive cooperative approach that includes the community and promotes a unified effort has proven to be a successful strategy.
